Prime Minister Shri Narendra Modi participated in the second in-person Quad Leaders’ Summit in Tokyo, Japan on 24 May 2022, along with Prime Minister Fumio Kishida of Japan, President Joseph Biden of the United States of America and Prime Minister Anthony Albanese of Australia. This was the fourth interaction of the Leaders since their first virtual meeting in March 2021, the Summit in Washington D.C in September 2021 and their virtual interaction in March 2022.

Importance of QUAD for India

•  India can use its experience in pharmaceuticals and vaccines to bolster its soft power, and Japan and the US want to get their manufacturing companies out of China  to curb its imperialist behavior.
•  Network Security Providers in Indian Ocean:   India aims to become a network security provider in the Indian Ocean as part of the SAGAR initiative. The QUAD cooperation can give India access to several strategic locations to establish naval bases. 
• Multipolar World:   India has supported a rules-based multipolar world and QUAD can help achieve its goal of becoming a regional superpower.

Challenges before QUAD

• China's formal opposition:   China has formally indicated its dissatisfaction with the QUAD meetings. It's called Asian NATO.
•  Trade and Supply Chains:   As seen recently, China is trying to use its position in trade and commerce to upgrade. twisting other nations, especially China and Japan. Recently, the MV Anastasia, an Australian coal transport ship, was stranded off the coast of China for more than a month. Even Indian sailors were caught up in it. China has threatened to stop supplying are rare earth metals to the Japanese electronics industry. The corona pandemic has disrupted the global supply chain due to lockdown in China 
• China's proximity to ASEAN:  With the signing of the Regional Comprehensive Economic Partnership (RCEP), ASEAN and China have come even closer.
•  China's checkbook diplomacy:   One Belt One Road Initiative, maritime Silk Road , unsustainable debt and project financing , etc are being implemented by China to attracted small nation. 
•  Differing aspirations of QUAD nations:     QUAD coherence may suffer India's offer to balance QUAD and RIC (Russia, India and China), Australia's historical reluctance to QUAD, Japan and the US pursuing their own economic interests with China. There is also a lack of consistency in the definition of Indo-Pacific.

WAY FORWARD 

• Strengthening the Blue Dot Network: The 4 countries should pool their resources to prove China's economic power instead of simply letting it act as a certification body for infrastructure projects. 
• Logical strategy: All  member countries must develop a unified approach to dealing with China instead of acting in individual interests.
• Bilateral Conversations: Formalization can help  give QUAD a more structured format. QUAD can be an effective tool to counter the Chinese adventure and the ambitions of  imperialism  in the Indo-Pacific.
